Hey, i have a 4 month lab and was facing the same issue, it is just a behavioral issue and should be stopped asap.observe if your pup digs it's water bowl, spills water and sleeps on it etc. They often confuse urine water etc with each other and sleep on it. This should be stopped ASAP and puppy should be cleaned for obvious reasons. This might also be because of poor bladder control or UTI incase of female pups. But chances are low for these as of now. But still keep a check.

Train him and take him out for a walk at a regular intervals so that he'll get to know that pee should be done outside
