3months old labrador is just sitting in her pee or next to her pee which makes her wet and i can see some rashes kind of on her stomach part how to stop her doing that.

Try to make her train for her pee ,like when she wakes up try to get her outside the house ,or take ger to terrace , after eats or whenever you feel like she is sniffing for to pee try to take her out side,hope it will help you
