There are lot of reasons your puppy is running out of the house Check to see if it isn't bored in the house give him/her play time. If he/she has found outside more fun ,then he is surely gonna try to go outside all the time. Try to train him that outside playing time is only at particular hours accompanied by someone.

Juss Whenever the gate is open, he is checking whether we are here. If we are near gate, he starts running outside

Emimah Serena That's the reason he is thinking you are taking him for a walk and he is running outside.

Juss He is too excited for outside walk that might be the reason for his energy

Juss Train him to stay with the one who is taking for walk treating them while on walk is also necessary till they learn. So that they won't run away. If he is doing something that's not meant to be done then stop him and treat if he listens. Likewise you can control him.
